Members are also responsible to cancel their room if necessary, in accordance with hotel cancellation policies (minimum of 8 days in advance of the session).     Human Rights Accommodation

    The Accommodation Fund was created to encourage and facilitate greater participation of those covered under the Ontario Human Rights Code. The fund will cover extra costs related to a member’s disability, illness or other grounds under the Code. For example, the Fund would cover the extra cost of a fridge in a hotel room for a member required to store medications at a particular temperature.

    Requests for accommodation can be identified on your application of the Human Rights Accommodation Request Form, included in the application form. This form can be sent directly to the Equity Unit by fax 416-448-7419 or email: equity@opseu.org.

    Cancellation Policy

    Not Attending Event

    In accordance with OPSEU/SEFPO Policy, notification by a member to cancel attendance should be received at the Regional Office no later than 48 hours before commencement of the event (i.e. no later than 4:30 P.M. on the Wednesday prior to the weekend school).

    When a member does not attend and the Regional Office has not been notified 48 hours prior to commencement of the event the member will be assessed a $50.00 penalty.

    Extenuating circumstances will be taken into consideration.

    Advanced Grievance Handling for Union Building

    Does your local have a grievance committee? Can your experience in handling a grievance help to build the local? Can you use your knowledge of common grievance issues to raise awareness at demand setting meetings? Have you ever thought of what it is like to be on the Employer side of the table? These are some of the topics that will be explored in the NEW Advanced Grievance Handling for Union Building course.

    Participants will get the opportunity to practice being on the Union’s team and the Employer’s Team as they work through some scenarios. Building on the Basic Grievance Handling for Union Building course, this course focuses on expanding both the steward’s and local’s ability to process grievances from start to finish.

    Through active interviewing process, participants will explore how to identify grievances, practice negotiating settlements and draft realistic, enforceable grievance settlements. Participants should bring their Collective Agreements to the course.

    Challenging Bullying and Non-Code-Based Harassment in the Workplace

    Is bullying and psychological harassment an issue in your workplace? This course will help you recognize the signs of bullying and a toxic workplace. This course looks at case law and other tools helpful in understanding the impact of workplace bullying. Participants will strengthen their capacity to respond to co-workers and pressure employers to tackle bullying and harassment in their workplace.

    Dismantling Anti-Black Racism (DABR)

    The Dismantling Anti-Black Racism course will raise awareness, provide a better understanding, and include strategies to dismantle anti-Black racism (ABR). It explores what anti-Black racism is and provides Black history highlights for a deeper understanding of the history of slavery and its impacts today. The course addresses the need to confront white supremacy. Participants will understand how colonization and the socially constructed concept of race has affected Black people. Additionally, the course highlights past, present and future efforts to address anti-Black racism in the workplace and in OPSEU/SEFPO.

    In this introductory course, participants will develop skills and strategies in order to identify and intervene in situations of anti-Black racism. They will use case studies, videos, and real life scenarios to navigate difficult conversations. Participants will also have access to current terminology and be provided with tools to have (ABR) discussions that are important to engage in, especially with family members, fellow union members, neighbours and co-workers. This course will equip participants with the knowledge and ability to take action against anti-Black racism in our union.

    This course is a core OPSEU/SEFPO educational component that is valuable for all union activists to attend.

    Interpreting Your Collective Agreement: An Activist’s Role

    Do you know what your collective agreement is? Do you have a copy of it? Have you ever wondered what is in your collective agreement and how to find information on different articles? Do you know how the collective agreement is structured? Are you confused by some of the terms used in it?

    Participants will be assisted in understanding the power of their collective agreement and how to interpret and enforce their collective agreement. Using interpretation guidelines developed through case law, participants will build the skills and confidence needed to understand and use their collective agreements. Activities will give participants an opportunity to review legislation, examine the importance of timelines, discuss case scenarios and debate some common clauses and what they mean. Participants should bring their Collective Agreements to the course.

    Public Speaking – Finding Your Voice, Connecting with Your Audience

    Have you ever felt intimidated when you are a speaker in front of a large group? Have you ever wondered what you need to consider when planning and preparing a short presentation for the public? Whether you’d like to strengthen your presentation skills, look more confident and credible, define your core message, organize your thoughts, or find new and effective ways to collaborate with your team, this course will give you practical skills you need to communicate successfully. You will have an opportunity to practice and hone your presentation skills in a small group setting while concentrating on your message and target audience.

    Stewards 1: Making a Difference in the Workplace

    This course will build and strengthen the skills of a steward. Participants will explore the role of the steward throughout the bargaining cycle, including organizing their local, having effective one-on-one conversations, developing a communications strategy to enlist diverse member involvement, and learning strategies for everyday workplace problems.

    Throughout the course, participants are supported as they develop a profile of their members, find resources and information in OPSEU/SEFPO, and understand their role in the grievance process. Stewards 1 is a prerequisite to Stewards 2. Participants should bring their collective agreements.

    Stewards 2: Facing the Employer, Building Member Involvement

    Prerequisite: Stewards 1

    This follow-up to Stewards 1 focuses on investigating and writing a grievance, facing management, and involving members in worksite action. Participants will use their own collective agreements to identify grievances. They will become immersed in a case study in order to interview a grievor, write up a grievance, face the employer at a step 1 and make a presentation on safety issues to the union side of the Joint Health and Safety Committee. They will examine the elements of effective mobilization and develop a campaign strategy for a local. Participants should bring their collective agreements.

    Taking Action on Workplace Stress

    Is your work stressing you out? If so, you’re not alone. In Canada, one in four workers report feeling highly stressed at work. Factors such as excessive demands, lack of control, precarious work, inadequate resources and support, and workplace bullying and harassment can all took their toll on the well-being of workers.

    Participants will be able to identify workplace factors that negatively affect workers’ health and wellbeing and gain familiarity with terminology associated with workplace stress. The course will help to develop strategies for influencing change in the workplace as well as examine ways to work with your union to address and resolve workplace stress issues.

    Family Attendant Care (Child / Elder / Dependent)

    Complete the the child care form for on-site child care and return to lhills@opseu.org. Child Care registrations must be received by Monday, February 10, 2025.

    Children who are not registered for child care may not be accommodated if brought to the event

    Cancellations must be emailed to lhills@opseu.org by Monday, March 3, 2025 Parents must be on-site at all times when utilizing child care provided by OPSEU/SEPFO.

    When you bring children with you:

    Members are entitled to claim the full cost of their hotel room, and meal expenses for children aged 12 years and under at 50% of OPSEU / SEFPO’s standard meal allowance rates. Children ages 13–16 are entitled to meal expenses at the standard rates.

    *Note: Children must be registered and signed in by member, in OPSEU/SEFPO’s day care for reimbursement of meal claims.

    When care is provided in your home:

    Members will be reimbursed for Family Care at the rate of $15.00 per hour to a maximum of

    $220.00 within a 24 hour period, while doing union business. It is recognized that to guarantee meaningful access to union activities, child care both day and night may be necessary. Please specify hours claimed for each day.

    Members are entitled to reimbursement of reasonable costs of family/attendant care (child/elder/dependent) provided by someone other than their partners/spouses as a result of absences from home arising from the conduct of union business. Such allowances are not intended to reimburse members for family care expenses that they would have normally incurred as a result of employment, except where the absence exceeds the normal work day or week.

    Claims must be signed by the service provider and may be verified by Head Office before payment is made.

These are some of the topics that will be explored in the NEW Advanced Grievance Handling for Union Building course.

    Participants will get the opportunity to practice being on the Union’s team and the Employer’s Team as they work through some scenarios. Building on the Basic Grievance Handling for Union Building course, this course focuses on expanding both the steward’s and local’s ability to process grievances from start to finish.

    Through active interviewing process, participants will explore how to identify grievances, practice negotiating settlements and draft realistic, enforceable grievance settlements. Participants should bring their Collective Agreements to the course.

    Challenging Bullying and Non-Code-Based Harassment in the Workplace

    Is bullying and psychological harassment an issue in your workplace? This course will help you recognize the signs of bullying and a toxic workplace. This course looks at case law and other tools helpful in understanding the impact of workplace bullying. Participants will strengthen their capacity to respond to co-workers and pressure employers to tackle bullying and harassment in their workplace.

    Dismantling Anti-Black Racism (DABR)

    The Dismantling Anti-Black Racism course will raise awareness, provide a better understanding, and include strategies to dismantle anti-Black racism (ABR). It explores what anti-Black racism is and provides Black history highlights for a deeper understanding of the history of slavery and its impacts today. The course addresses the need to confront white supremacy. Participants will understand how colonization and the socially constructed concept of race has affected Black people. Additionally, the course highlights past, present and future efforts to address anti-Black racism in the workplace and in OPSEU/SEFPO.

    In this introductory course, participants will develop skills and strategies in order to identify and intervene in situations of anti-Black racism. They will use case studies, videos, and real life scenarios to navigate difficult conversations. Participants will also have access to current terminology and be provided with tools to have (ABR) discussions that are important to engage in, especially with family members, fellow union members, neighbours and co-workers. This course will equip participants with the knowledge and ability to take action against anti-Black racism in our union.

    This course is a core OPSEU/SEFPO educational component that is valuable for all union activists to attend.

    Interpreting Your Collective Agreement: An Activist’s Role

    Do you know what your collective agreement is? Do you have a copy of it? Have you ever wondered what is in your collective agreement and how to find information on different articles? Do you know how the collective agreement is structured? Are you confused by some of the terms used in it?

    Participants will be assisted in understanding the power of their collective agreement and how to interpret and enforce their collective agreement. Using interpretation guidelines developed through case law, participants will build the skills and confidence needed to understand and use their collective agreements. Activities will give participants an opportunity to review legislation, examine the importance of timelines, discuss case scenarios and debate some common clauses and what they mean. Participants should bring their Collective Agreements to the course.

    Public Speaking – Finding Your Voice, Connecting with Your Audience

    Have you ever felt intimidated when you are a speaker in front of a large group? Have you ever wondered what you need to consider when planning and preparing a short presentation for the public? Whether you’d like to strengthen your presentation skills, look more confident and credible, define your core message, organize your thoughts, or find new and effective ways to collaborate with your team, this course will give you practical skills you need to communicate successfully. You will have an opportunity to practice and hone your presentation skills in a small group setting while concentrating on your message and target audience.

    Stewards 1: Making a Difference in the Workplace

    This course will build and strengthen the skills of a steward. Participants will explore the role of the steward throughout the bargaining cycle, including organizing their local, having effective one-on-one conversations, developing a communications strategy to enlist diverse member involvement, and learning strategies for everyday workplace problems.

    Throughout the course, participants are supported as they develop a profile of their members, find resources and information in OPSEU/SEFPO, and understand their role in the grievance process. Stewards 1 is a prerequisite to Stewards 2. Participants should bring their collective agreements.

    Stewards 2: Facing the Employer, Building Member Involvement

    Prerequisite: Stewards 1

    This follow-up to Stewards 1 focuses on investigating and writing a grievance, facing management, and involving members in worksite action. Participants will use their own collective agreements to identify grievances. They will become immersed in a case study in order to interview a grievor, write up a grievance, face the employer at a step 1 and make a presentation on safety issues to the union side of the Joint Health and Safety Committee. They will examine the elements of effective mobilization and develop a campaign strategy for a local. Participants should bring their collective agreements.

    Taking Action on Workplace Stress

    Is your work stressing you out? If so, you’re not alone. In Canada, one in four workers report feeling highly stressed at work. Factors such as excessive demands, lack of control, precarious work, inadequate resources and support, and workplace bullying and harassment can all took their toll on the well-being of workers.

    Participants will be able to identify workplace factors that negatively affect workers’ health and wellbeing and gain familiarity with terminology associated with workplace stress. The course will help to develop strategies for influencing change in the workplace as well as examine ways to work with your union to address and resolve workplace stress issues.

    Members are entitled to reimbursement of reasonable costs of family/attendant care (child/elder/dependent) provided by someone other than their partners/spouses as a result of absences from home arising from the conduct of union business.     Workers are becoming sensitized to chemicals, scented products and certain foods such as peanuts, peanut butter, pecans, walnuts, many chocolate bars and energy/nutrition bars.

    Principal Duties:

    Represents members and locals as Bargaining Agent in bargaining or dispute resolution forums in a resource, advocacy or spokesperson role. Represents members in grievance handling and delivers educational programs:

    • Provides advice to members and staff regarding bargaining/dispute resolution issues etc.
    • Negotiates contracts and other agreements
    • Develops and writes contract/dispute settlement language
    • Develops new, innovative bargaining/dispute resolution strategies and positions
    • Researches and prepares arguments and proposals for collective bargaining
    • Provides servicing support to organizing/re-organizing campaigns
    • Provides leadership and advice to members in strike preparation and strikes

    Qualifications:

    • Undergraduate degree and four years of related work experience (or equivalent combination of education and experience)
    • Knowledge of bargaining trends, settlements, labour and other related legislation, arbitration awards
    • Knowledge of OPSEU/SEFPO organization, structure and policies
    • Demonstrated commitment to and understanding of the labour movement and social democratic principles

    Progress at the table

    Your bargaining team met with the employer over the last two days. Back in December we tabled a comprehensive proposal package to the employer including non-monetary and monetary items.

    Over the last two days the parties focused on the non-monetary issues and were able to sign off on a few items at the conclusion of the day. Both parties left the day with a better understanding of each other’s priorities. We have tentative dates booked to continue discussions February 11-13, 2025.

    Solidarity on the ground

    On January 15, your mobilizers worked with the Local 369 Executive at Central North Correctional Centre and held an information picket. Thanks to everyone that stopped by, connected with the mobilizers and signed the mental health petition.

    Stay tuned for further solidarity events that will be held across the province. A strong presence is needed at these events. Your attendance and support is how you show the employer that we are united in our efforts for your bargaining team to achieve the best possible contract.

  • Provincial Young Workers’ Zoom Rooms about Convention 2025: Jan 23, Jan 25 and Jan 27

    OPSEU/SEFPO’s Provincial Young Workers Committee (PYC) is hosting PYC Zoom Rooms on Jan. 23, 2025, from 7pm to 9pm,  Jan. 25 2025 from 10am to 12pm and Jan. 27 2025 from 12 pm to 2pm.  It will be a conversation with members aged 35 and younger about the upcoming OPSEU/SEFPO Convention, along with the importance and benefits of participating in local activity and leadership.

    The PYC strives to enhance the skills of young workers as activists, strengthen their leadership skills, protect and advocate for their rights as workers and ensure that these voices are heard.

    Join us for to an evening of learning and gain tips around OPSEU/SEFPO’s key event, Convention!

    The PYC Zoom Room discussion is targeted to young workers but open to all members.

  • Expense Guide for Delegates at Convention 2025

    General Notes 

    On-line registration is available through the Member Portal for all delegates listed on the Local Credential Form submitted by the Local President. Registration on the Member Portal will allow you to request a hotel room, childcare and/or a time-off letter. The deadline for all requests is March 14, 2025. Expense claims should be received by Head Office no later than three months after the expense has been incurred, as per OPSEU/SEFPO policy. The most efficient way to submit expense claims is through the Member Portal. Please note all Membership Expense Claim Forms require itemized receipts with your full name on the receipt. 

    New this year! 

    Delegates can choose to have their hotel room costs paid directly by OPSEU/SEFPO upon checkout. The selection must be made in the Member Portal. A credit card/deposit will still be required upon check-in for incidentals. 

    Delegates can choose to have their airline travel booked and prepaid by OPSEU/SEFPO. Delegates must complete this form to select this option. 

    Hotel Rooms 

    Delegates attending Convention must register using the Member Portal to specify the length of stay and bed preference (one or two beds). The rate at all hotels, excluding taxes, is $325 for a single room. Internet and telephone calls may be claimed to a maximum of $15 per day. A receipt is required. 

    Pursuant to policy, OPSEU/SEFPO will reimburse members for (1) additional night on the date which the OPSEU/SEFPO event concludes when the member is required to travel over a 200 kilometre distance between the nearest airport or train station and that member’s home. 

    Delegates who do not need to travel over 200 kilometres between the nearest airport/train station and their home but need accommodation after adjournment of Convention (noon on Sunday) must submit their rationale and get approval from the office of the First Vice-President/Treasurer to have expenses paid as per OPSEU/SEFPO policy. 

    Delegates will be booked into one of the following Convention hotels, as per OPSEU/SEFPO policy (section 4.2.1.4). Room costs will not be paid for other hotels. 

    • Fairmont Royal York, 100 Front Street West 
    • Hyatt Regency Toronto, 370 King Street West  
    • Sheraton Centre Toronto Hotel, 123 Queen Street West 
    • Toronto Marriott City Centre Hotel, 1 Blue Jays Way 
    • The Westin Harbour Castle, 1 Harbour Square 

    Check-out time is noon on Sunday. We have arranged with the hotels to leave luggage at the bell captain’s desk. 

    If you need to cancel your hotel room, you must contact the Conference and Travel Unit (conferencesandtravel@opseu.org) at least 72 hours before expected arrival. If you do not cancel, you will be responsible for paying for the room. Delegates will be reimbursed for the cost of a single room, as per OPSEU/SEFPO policy (section 4.2.1.9).  

    If you choose to pay for your hotel upon check-out, you must ensure that the receipt you submit in the Member Portal indicates zero balance owing in order to be reimbursed by OPSEU/SEFPO.  

    If you choose to have OPSEU/SEFPO pay directly for your room upon check-out, you will still be responsible for providing a credit card/security deposit upon check-in and must pay for any incidentals. 

    Parking 

    Only one of the following parking options can be used for the duration of the Convention. OPSEU/SEFPO policy does not permit or reimburse expenses for valet parking. 

    Delegates staying at the Fairmont Royal York, Hyatt Regency Toronto, Intercontinental Toronto Centre, Toronto Marriott City Centre, and The Westin Harbour Castle must park their vehicle at the Metro Toronto Convention Centre. Shuttles will be available to take you and your luggage to the hotel.  

    Please use the specialized link to order your parking pass. Do not use the public link to obtain a regular parking pass. You will only be reimbursed for the negotiated OPSEU/SEFPO rate if you submit a parking receipt.  

    The order deadline for the parking pass to be sent to your home address is April 10.  

    Passes must be purchased by April 24 to be eligible for the discounted rate. 

    Delegates staying at the Sheraton Centre Toronto Hotel must park at the Green P – Nathan Phillips Square Garage at 110 Queen Street West. 

    Childcare 

    Childcare will be provided on-site for children who are registered in the Member Portal by March 14. To ensure that we maintain proper staff-child ratios, as set out in the OPSEU/SEFPO Child Care Handbook, children must be registered in advance. 

    Childcare will be provided during the hours of registration, and throughout Convention, with a break for dinner as required. Coverage will continue in the evening. Exact hours will be communicated closer to Convention. 

    All children 16 years and younger accompanying delegates/alternates/observers must be  

    pre-registered and signed in daily at the childcare centre.  

    Members who bring children to union events will be entitled to meal expenses. The meal allowance for children 12 years of age or less is 50 per cent of OPSEU/SEFPO’s standard meal allowance. If children are not signed-in and attending childcare, meals will not be reimbursed. 

    Delegates who don’t bring their children to Convention will be reimbursed for childcare claims  

    at the rate of $15 per hour to a maximum of $220 in a 24-hour period. A receipt, signed by the care provider, showing the dates the service was provided, the address and phone number of the care provider and the names and ages of the children, must be provided when claiming the expense. 

    Travel policy 

    As per OPSEU/SEFPO policy (section 4.2.7.1), the most economical means of transportation must be used. 

    Delegates have the option of having airline travel arranged and pre-paid by OPSEU/SEFPO by completing this form by March 14, 2025. 

    Delegates may choose to make their own travel arrangements. You are directed to use unionized providers, where available, as per policy. Please take advantage of the discounts for Via Rail, Park’N Fly and UP Express, which are available on the OPSEU/SEFPO website. 

    Non-claimable expenses 

    The following expenses cannot be claimed: 

    • spouses’ expenses, room service, valet parking, other personal charges and any fees incurred above the set rates for this Convention 
    • Meal expenses for virtual attendees  

    Advances 

    Advances are provided by Head Office to delegates only.  

    Please complete the Advance Request Form with a breakdown of estimated expenses and be sure to indicate the total advance amount requested. Submit this form to advances@opseu.org. It is recommended that you enroll in Direct Deposit by accessing the Member Portal. If not, specify whether the cheque is to be mailed to your home or regional office.  

    If you have chosen for your airfare and/or hotel booking to be paid directly by OPSEU/SEFPO, you will not be eligible to receive an advance for these amounts. Parking and telephone expenses cannot be pre-paid by OPSEU/SEFPO. Make sure you include these costs in your advance request, if applicable. 

    If you cannot attend Convention, any advance cheques issued are non-transferable. They must be returned to Head Office. 

    Credentials 

    All local credentials must be submitted to convention@opseu.org by March 25, 2025. 

    • All locals must submit the Local Credential Form, which must be attested to by two officers of the local. 
    • Insert union ID number, first name, last name, and ranking of each delegate/alternate/observer. 
    • Each member attending Convention is required to register by using the Member Portal This lets us know if you want a time-off letter, a hotel room or if you require childcare. 
    • If you don’t have a credential and wish to attend Convention, you must bring your OPSEU/SEFPO union card, together with photo ID, for verification. 

    If there are any issues with respect to registration at Convention, you must see a member of the Credentials Committee, who will be available in the registration area.
